COVID-19 Update: The Alberta Government Announces New Targeted Public Health Measures to Curb the Growth of COVID-19

On November 12, 2020, the Alberta Government announced that new targeted public health measures come into effect on Friday, November 13 to help control the spread of COVID-19. According to the Alberta Government, these measures are intended to help protect hospitals, keep schools and businesses open, and protect vulnerable Albertans. The targeted measures apply to all regions under enhanced status classification pursuant to the Alberta Government’s COVID-19 Relaunch Status Map.

Mandatory Measures

The following targeted measures are mandatory in all enhanced status regions:

  • From November 13 – November 27, restaurants, bars, lounges, and pubs must stop liquor sales by 10:00 p.m. and close by 11:00 p.m.[1]
  • There is a 15-person limit on indoor and outdoor social and family gatherings.
  • There is a 50-person limit on indoor and outdoor wedding ceremonies and funeral services.

Voluntary Measures

The following targeted measures are recommended by the Alberta Government in all enhanced status regions:

  • Residents should not hold social gatherings within their homes and should not plan social gatherings outside their community.
  • Residents should limit themselves to three cohorts, including: a household cohort, a school cohort, and one other sport or social cohort. Young children who attend child care can be a part of four cohorts.
  • Employees should wear masks in all indoor work settings, except when alone in a workspace or when an appropriate barrier is in place.
  • Employers in office settings should implement measures to reduce the number of employees in the workplace at one time.
  • All faith-based activities should limit attendance to one-third capacity per service.

Community-specific Mandatory Measures

In addition to the mandatory and voluntary measures described above, the Alberta Government also announced that the following community-specific mandatory measures apply to Calgary and surrounding areas, Edmonton and surrounding areas, Fort McMurray, Grande Prairie, Lethbridge, and Red Deer:

  • From November 13 – November 27, there is a ban on indoor group fitness classes and team sport activities.
  • From November 13 – November 27, there is a ban on group performance activities, including: singing, dancing, and theatre.

Pursuant to the Alberta Government’s announcement, the targeted measures listed above that do not include the specified timeframe of November 13 – November 27 will be in place until further notice. Additionally, all other existing guidance and legal orders continue to remain in place in all regions.

Existing Measures

The Alberta Government continues to advise the following existing health measures to keep all Albertans safe:

  • Stay two metres apart when possible and wear a mask when it is not possible.
  • Practice good hygiene, wash hands often, and cover coughs and sneezes.
  • Monitor symptoms every day.
  • If sick, stay home, get tested, and follow mandatory isolation requirements while waiting for results. If a positive test occurs, isolate from others for 10 days or until symptoms are gone, whichever is longer. If a negative test occurs, stay home until feeling better.
  • Avoid non-essential travel.
  • Get the flu shot to keep influenza cases low so health workers can focus on the COVID‑19 pandemic.

[1] Applies to Class A, B and C licences. It does not apply to 24-hour drive-thrus, or pick-up/delivery. Casinos, bingo/pool halls and indoor recreational centres must stop liquor sales at 10 p.m. but do not need to close.
