Access to Information: Public Registers and MDDEP Documents now available On-Line
Since November 29, 2009, all public registers expressly required by law for which the Ministry of Sustainable Development, Environment and Parks (MSDEP) is responsible have been available online at http://www.registres.mddep.gouv.qc.ca (available in French only).
Citizens can now access online information such as the list of the environmental monitoring reported under a depollution attestation, the list of orders rendered and prior notices, as well as the list of proceedings brought before the Administrative Tribunal of Québec and the related decisions rendered under the Environment Quality Act (EQA).
These public registers newly made available on-line by the MSDEP should only include the information filed since November 29, 2009 . This information will be available online for as long as it is up-to-date.
The Regulation respecting the distribution of information and the protection of personal information, published in the Gazette officielle du Québec on May 14, 2008, provides that the MSDEP must also make available online a wide range of documents, including:
- the studies, research or statistical reports of the MSDEP;
- the normative documents used by the MSDEP to render decisions, including statutes and regulations applied by the MSDEP as well as all MSDEP directives, policies, scientific criteria, data sheets, technical recommendations, administrative guides, user guides, technical guides, guidelines and instructional memoranda (http://www.mddep.gouv.qc.ca/publications/index.htm (available in French only)); and
- the documents sent by the MSDEP since November 29, 2009, under a request for access, whose distribution is of interest for the purposes of public information.
The nature of the documents covered under this last category remains unspecified. It could include certificates of authorization issued for projects that were the subject of a significant number of requests for access. On the other hand, the MSDEP does not intend to distribute through its website violation notices or documents received from an industry or third parties.
