The Honourable Wayne Wouters, PC joins McCarthy Tétrault as Strategic and Policy Advisor
Toronto, April 20, 2015 — McCarthy Tétrault is honoured to welcome The Honourable Wayne Wouters, PC as Strategic and Policy Advisor to the firm.
For the past five years, Mr. Wouters held the position of Clerk of the Privy Council of Canada, encompassing the roles of Deputy Minister to the Prime Minister, Secretary to the Cabinet and Head of the Public Service. As Clerk, he provided direct advice and support to the Prime Minister on all issues affecting and implicating the federal Government. This position was preceded by more than 30 years of public service, including multiple senior leadership positions.

A dynamic force in negotiations with proven credibility, Mr. Wouters has played a pivotal role in all recent major Government of Canada initiatives, including complex public sector strategies such as Canada’s Economic Action Plan, large institutional transformations and leading multi-billion-dollar financial negotiations and changes to regulatory regimes like Investment Canada.

Known for his ability to combine visionary, strategic, financial and tactical expertise in complex environments, Mr. Wouters’ industry expertise in the oil and gas, power, natural resources, technology, telecommunications, security and projects sectors will further strengthen the firm’s ability to provide integrated legal and advisory services. Mr. Wouters will also bring to bear remarkable knowledge and understanding of Canadian trade relations, having played a significant role in establishing the European Union-Canada trade agreement and Canada’s free trade agreement with the Republic of Korea, as well as advancing the Trans-Pacific Partnership.
Prior to being Clerk of the Privy Council, from 2004 to 2009, Mr. Wouters was Secretary of the Treasury Board. He was responsible for all government management and oversight which included more than 100 departments and agencies, over 450,000 employees, and an annual budget exceeding $250 billion.
